If it is a capacitor start motor the capacitor could be bad also. That is unsafe the way it is.

Be very careful spinning it by hand. You Might lose some hide. Is the sanding belt too tight, mine has a belt or uses the spindles as well.

What brand sander is it? I have a Ryobi that I just had to order belts for. It would spin but not oscillate, took the bottom off and found that the belts needed replacing. Got them from M&D Mower. Pat

Check with the manufacturer. Belts are a strong possibility but some use other drive mechanisms such as an offset cam.
