Check the horizontal vs. vertical dimensions. For some silly reason you can do a 640 X 480 but not a 480 X 640, or vice versa.

I may be way off, but I had this same problem...i kept resizing a picture and saving it, then it wouldn't upload. I went back and resized it again, and again, and saved it again and again. Each time I re-loaded the saved picture, it was back to the original size . Turned out that because I was running the camera program which the picture just downloaded from, it wasn't changing. I closed everything and then the picture would re-size. Dang technology.
