I live in an apartment and use the porch to cut. But then again, I live in Florida.

Attaching the saw to a metal stand reduces the vibration/noise significantly over it being on a wooden bench. Concrete flooring also reduces vibration/noise.

Soundproofing the garage?

If the noise can't be reduced to a level acceptable to the neighbour, you could explain the situation & come to some understanding if he's a reasonable person.

I just moved into a townhouse and am using the extra bedroom as my workshop. I put down something to protect the floor, those interlocking rubber floor tiles they sell at Summit Racing. And my saw is on a metal stand. My saw makes less noise than my sewing machine, unless of course a blade breaks or I've got a little wood chatter going because I'm not holding the piece quite right.

Luckily my only neighbor is on the far side from where the saw is located so I really doubt anyone hears anything.
