I recently bought a used Delta 2 Speed 16" Scroll Saw 40-560 on eBay and just plugged it in and the motor hums but the arm doesn't move. I tried moving the arm by hand with the motor off and nothing happened. It is like it is stuck or something is locked. Is this a common problem and do you happen to know what it might be causing this? The guy I bought it from swore it worked for him before he shipped it.

The first thing I would try is remove whatever you need to to get o the shaft on the motor and see if you can turn it b hand to make sure it's not siezed, on my saw sometimes you can't move the arm up and down because of where it stops but it wors fine and that's why you need to get to the motor shaft and try to turn it. If it turns then the problem could be the starting capacitor for the motor because if I'm thinking of the right saw it has an induction style motor and no brushes to deal with. Also I would check to make sure all the arms and other moving parts don't have something in them binding up.

If you can reach the cam (part 60 at Delta 40-560 Parts List and Diagram - Type 2 : eReplacementParts.com) Uplug the saw and try to move the cam. If the cam won't move, you can remove the cam from the motor shaft and see if the saw moves. Yes, removing the cam can be a pain. The pivot bolts (part 63) may need lubricating.

Thanks for your suggestions, I will try what you both recommended. I just oiled the pivot arms to start and see if that does it. They did look very dry.
