Default Apply Pattern to wood prior to cut

Hello everyone I have a quick question on how to get my color copy of an image to sty on the fiberboard I am going to cut in to a puzzle. I currently am hand drawing and using a color pencil to crete art work then scanning and printing a color copy as I place the copy on the fiberboard with an easy tack spray it stays fine. My goal is to have a nice gloss on top of the picture because it is just paper. As I apply the water-based polyurethane is starts to bubble over and the paper weakens. I am using standard printing stock should I be using a heavier stock? If so which kind? I was told the water-based poly is great for kids so I figured i had the right coating. I noticed a video on youtube of a person making a puzzle and after putting the paper to the fiberboard she then uses a varnish isn't that the same as the poly water-based I am using? Thank you

Do you have that link for the you tube video, where they use varnish? I use Mod Podge and most on this board are using triple thick glaze over there pics for puzzles.
I use the MP because I still cannot find the triple thick glaze locally..

They say it's available at Michaels and other large craft store just not here for me. I have seen pics of it and it says on the label triple thick...If memory serves me right..

Do you have to use 2-3 coats of it? Seems it would be pretty expensive that way.

Default Paper

When using that triple thick what type of paper should I use to print out my picture. For example I used a 20 lb which I think is why I had the wet look and the color went away. I noticed there is a 60 lb would that be the best paper to use when I apply a triple thick varnish.

Mike I do have a question though I saw you use mp do u use it in place of varnish on top of the 67 lb paper I mean
