Thumbs up Money is always an issue !! { I'm not tell-ing you anything }

BAMA : I don't think that the noise level is going to be an issue when it comes to scroll saws , but if your new to the scrollsaw you may want to start with a cheaper low end saw to see if its going to be something that you want to become passionate about . Of course after you've wore out the lower end saw and have had all that practice , you'll know then whether its in your blood or not . For this is how I started out is with the lower end saw , I can tell you that the Dewalt is one fine tool .Good luck Marshall

G'day Bama,
I agree 100% with Marshall's comments regarding both the noise and the saw.
The noise will vary greatly depending upon the size and type of blade, the speed and the material being cut.

When I started I bought a medium priced saw and fought with it for a month, it kept breaking blades and shook so bad I could not cut very well with it. Moved up to the Dewalt and smiled.
My point is its fine to buy a cheapy saw to see if you like this hobby, as long as you relize a better saw makes a world of difference. I nearly quit scrolling I was so fed up with my saw. The Dewalt at the time was around $900. It was worth every cent. I now have two of them..
So maybe beginers should buy an entry level saw, but as the main machine that we all use the better the saw the better the smile factor.
