I've used hardboard, but it can break up when doing small areas. The 3mm ply I use works out about £1 ( approx US$2 ) for each sandwich so it's not too expensive, though as you point out it is wasteful unless you make use of the ply rather than discard it.

I have looked at other materials, I've used a thin, tough cardboard shop display material which works ok, but I got that out of a bin (dumpster) so I don't have a supply of it.

Dust is another problem, ply dust doesn't do much damage, but the brown hardboard dust can stick to the paper & mark it.

I do agree there is some waste, but isn't there always? ... the blades are not part of the finished project, nor the paper, the masking tape or spray glue. I do bear this in mind and use materials that are less than perfect, have knots or unsightly marks. I also re-use much of the waste in other projects. It is something you just have to live with it. If a project turns out, it is often worth it, if not, it is a learning curve. I try not to let use of material prevent me from experimenting.
