Drew,
There's a myriad of choices out there and everyone has thier favorites. Gimp and inkscape are freebies and a lot of folks like these two. There's also Adobe Photoshop, Photoshop Elements, Illustrator, Corel Paintshop Pro, Draw and Coyote. I use the Corel products but you can get decent results with any of these. Corel Draw or Adobe Illustrator (and perhaps inkscape also?) will be your best bets for converting hand-drawn patterns.

There is a lot of discusssion on this forum about pattern making. If you go back and check thru all the posts (or run a seach) I am sure you will find an answer to your question or give you more of an idea of what you don't understand.

Hey Drew, I have just started making patterns and found a free program that works really well www.getpaint.net.
Chuck is right, there are a lot of threads on converting pics to patterns.
